10-21 makes officers more accessible to the public when they are on-duty and available to take calls. Each year, police departments answer millions of calls from citizens asking to speak with their local officer to submit tips about crime in their neighborhoods, inquire about home burglary reports, or, in the case of victims, follow-up with ongoing abuse and harassment cases. 10-21 removes the burden on city dispatch by directly alerting the officer that a citizen is requesting a call back, then provides the officer with a free way to reach them in a single tap.
